Steps to reproduce:

Different steps for macOS and Windows!

macOS:
1. Open attached test.html
2. See double underlined text at the top
3. Scroll to bottom of the page
4. If the link has an underline press Command–Option–i to open Developer tools (docked at the bottom of the window)
5. Press Command–Option–i again to close Developer tools

Windows:
1. Open attached test.html
2. See double underlined text at the top
3. Scroll to bottom of the page
4. If the link has an underline, right click on it and select Inspect element
5. Scroll to the top of the document window
6. Right click on the A element in the inspector, and toggle ‘active’
6. Close Developer tools while the A element is still toggled as active
7. Scroll back down again



Actual results:

The underlined text at the bottom doesn’t have an underline. Sometimes the text is black rather than default link-blue.


Expected results:

The text at the bottom should be underlined and have a default link-blue color.
I think this issue is as same as bug 1415214. Please test again after the patches landed.
