Reproduce step: 1, configure your system to be able to handle surrogate. If you don't know how to do it, refers bug 118000. Install code2001. 2, open page http://home.att.net/~jameskass/deserettest.htm in composer. 3, select save as charset, and choose utf-8. 4, open saved file in browser. You will see those characters are not displayed correctly. Examine the file in binary, those utf-8 strings are incorrect. Expected behavor: characters are correctly displayed.
