The radar image on the homepage of this site does not update properly without a
page refresh. I again tested this by going to the mozilla home page, clearing
the memory and disk cache and then going back to the site. I also noticed that
the headlines changed after doing a SHIFT reload as well as the image. I'm not
exactly sure where the image is coming from given it has been displaying the
same image after clearing the cache for the last month or so.

Reproducible: Always
Steps to Reproduce:
1. Go to www.accuweather.com (look at the images and headlines briefly)
2. Hit SHIFT+reload to update the screen (Images and headlines update to current)
3. Switch to a different page (ex: www.mozilla.org)
4. Clear the disk and memory cache and go back to www.accuweather.com


Actual Results:  The page will consistently display old data (the image
especially) until a reload is done.

Expected Results:  The image and headlines should have been updated
automatically given the disk and memory cache were flushed.

I have been able to reproduce this same problem on http://www.wunderground.com
(another weather site I frequent). The only way I can view current images is by
doing a refresh every time I visit the page.
1: What are your cache settings?
2: Are you using a proxy?
WFM with 2002062712 on win2000.

reporter (Chad): can you reproduce this bug with a recent build of mozilla? if
so, please comment again with details the build, you cache settings and any
proxy you are using. if not, please resolve this bug as WORKSFORME. thanks.
