When I try to use my bugzilla installation, e.g.
https://irg.attlabs.net/bugzilla/buglist.cgi
mozilla tells me that I have chosen to download a file of
type text/html; charset=iso-8859-1 and asks me what to do with it.
It seems to be failing to notice that the content-type is
text/html and the charset= is a parameter.

Reproducible: Always
Steps to Reproduce:
1. Open https://irg.attlabs.net/bugzilla/buglist.cgi
2. Notice popup window asking you to download the content.
3. Hit cancel and start up Netscape 4

Actual Results:  I received a popup window telling me that I have chosen to
download a file of type text/html; charset=iso-8859-1.

Expected Results:  I expected to see the text/html rendered in the browser window.
Duplicate of "[FIX]1.0RC1 wants to download text/html;charset=iso-8859-1".  This
is fixed on both trunk and branch, and RC2 will have the fix.
