have wpt-update ouput when its running

when the update command is running there is no output to say its doing something. this can be annoying when chaining commands to update expected conditions.
If I do `./mach wpt-update path/to/log`, it outputs "Processing log 1/1". 

Should it print anything more beyond that? 

The plain `./mach wpt-update` doesn't output anything (except for the "Skipping manifest download because existing file is recent" message), so maybe just print out a basic "Updating Expectations" message near the start of it?

I can't remember what the output was saying but feel like it did nothing. If its doing this then its slightly better and we can possibly close this out for now.
