This bug report is against RC1.

Let's use the URL of this bug report as an example, lets say I wanted to select
just the bug number. Normally, you would click your mouse at the beginning of
the bug number, and drag it across to the end of the bug number, and viola!, bug
number is selected. Unfortunately the mozilla URL bar is extremely and
unnecessarily brain dead in this function. What you have to do instead is 

1) click once on the URL bar. This highlights the whole URL. 
2) Then you have to click again to un-highlight the URL bar, and...
3) FINALLY you can click and drag to select the URL number. 

Having the entire URL text become selected on first click is fine, but it should
not happen until the mouse button is depressed.
What you describe is exactly how ii have to do it in MSIE6 on XP as well, so it
isn't unusual. Reducing severity - resolving as duplicate of bug 125695

FWIW:
There is a user pref you can add if you don't want the whole line selected on click;

user_pref("browser.urlbar.clickSelectsAll", false);
