Tested on Nightly 59.0a1(2018-01-04)

Tested on Mac 10.12 and Windows 10

[Steps to reproduce]:

Prerequisites:
 1. Make a profile where you have the country selected to Canada and the Province name is in English or Franch.
2. We used a VPN to connect to apple.ca

 
1. Go to www.apple.ca and buy an item -> proceed to checkout 
2. Into Shipping address field select a saved profile.


[Expected result]:

Province field has the correct abbreviation. 

[Actual result]:

In the province field, the autofill is using the first 2 letters from the selected province name.

We'll need to be able to detect whether the input field is address level 1 with max length = 2 and try to look up the abbreviation in this case.

We currently don't have a plan/spec to support adapting the address-level1 data to the maxlength restriction of an input element in V2. I'd like to keep this bug open as a feature request, but it shouldn't be a blocker of V2 scope.
