Currently Util.pm and other places of the code use utility functions to get information from Phabricator about users. This has been abstracted into a class in bug 1437383. This bug is about changing the other files to use the new User.pm class instead.
This should not block 1436804 for now. We can revisit this in a future story.
No longer blocks: 1436804
We'll try this as part of the next story.  Not critical but might be parallelizable with other work.
