Reproduced with RC2.

STEPS TO REPRODUCE:

1. Go to www.dictionary.com (or any unsecure site)
2. Open up page info
3. Go to the security tab

Now, it looks a little silly to have this tab present when no information can be
gatherered whatsoever (because it's irrelevant to the site), so I think we
should hide the tab in such cases.
Actually, I think this makes sense for other tabs as well; if there are no forms
on a page - why show a Forms tab?  Should I file a new bug for those cases?
Um... that security tab tells me the site is insecure.  That is not "no
information".

Imo consitency of tab position is _very_ important in a UI like this, btw...
