Once bug 1453122 is implemented, we will be able to move the code from update_project_members.pl to phabbugz_feed.pl where it can be fired off less frequently that the rest of the code in the feed daemon. The updating of Phabricator projects and its members can be done every 5 mins or so instead of the normal 5 seconds for other feed daemon functions.
