These are the only bullet points displayed in the failure page and none of them is referring to direct users to merchant for more info.

The most likely cause is a hiccup with your credit 
* Make sure the card you’re using hasn’t expired
* Double check the card number and expiration date
* If your credit card information is correct, contact the merchant for more information

^ This is the added message you're looking for. See how it says "…contact the merchant…"
oops my bad, somehow every time I read that point I skipped the last part.

Verified as fixed on Firefox Nightly 64.0a1 on Windows 10 x 64, Windows 7 x32, Mac OS X 10.12 and Ubuntu 16.04 x64.
