For stability reasons, to avoid crashes and weird behaviour during runtime, it
was originally suggested to disable FIPS switching during runtime at all.

An easier fix to help the user to avoid problems, is to simply recommend the
user to restart the browser after having switched the FIPS mode.


Expected behaviour: After a user has switched FIPS mode, show a message to the
user recommending to restart.


Sean, what do you think about the following wording?

  "It is recommended that you exit and restart this application."
How about this:

To ensure that FIPS mode works correctly, please exit this application and then
relaunch it.

I will also change help to reflect this step.
Sean, your wording sounds good for the non-FIPS-to-FIPS-mode switch, but we also
need a text for the FIPS-mode-to-non-FIPS switch.

Can you think of a single text that would fit both situations?
Good point. I think it would be helpful to give some clue why they have to
restart. How about this:

To complete your modification of the FIPS mode setting, please exit this
application and then relaunch it.

March 2008 and there is still no message about having to restart.  I was lucky to have found a post on the Web from 2005 explaining the problem and pointing me here.
