In an attempt to see what performance or other types of issues we may encounter when trying to move startup strings to Fluent, I've put together a patch that migrates baseMenuOverlay.dtd to Fluent.

Looks like the strings were migrated, and baseMenuOverlay.dtd removed in bug 1568133.
