Make webauthn/fido tests actually enforce that de-minimized windows are activated and have focus before trying to run tests in those windows

browser_abort_visibility.js minimizes a window and then de-minimizes it and runs test in it. On linux, the latter can have focus/activate changes be async, and that then ends up breaking stuff because some of the APIs require that the content docshell is active.
