User Agent: Mozilla/5.0 (Windows NT 6.1; Win64; x64; rv:66.0) Gecko/20100101 Firefox/66.0 Steps to reproduce: 1. Ensure HWA is enabled. 2. Open https://www.youtube.com/watch?v=a5EpNehrqRI (ensure 1080p60 is selected and avc1.64002a codec is being used). 3. Play the video. Actual results: Video playback is okay initially, then becomes increasingly choppy for a few seconds, until it finally stops and starts dropping all frames ~5 seconds in. Audio continues playing. Video playback with HWA disabled is fine. Expected results: Smooth video playback regardless of HWA settings.

This looks the same as bug 1679274 (although the example video at 1080p60fps is now av01 and plays smoothly for me).
