moziila and the 2nd in ie 6: look what a mass in mozilla compared to ie 6...why
is that ?

the top <div> has its height specified as 67, but it contains elements whose
height is specified and sums up to more than 67, so the contents of the <div>
extend below the div itself.  that div is the header, including the tabs.

the next div (the rest of the page) is correctly placed directly below the first
<div>, so it overlaps the contents of the first <div>.

see bug 148643 for a simler case with the same problem.
