155940 - Shift+F5 doesn't reload the web page

When I press F5 or click the Reload arrow on the toolbar, Mozilla
checks if the content has been updated before reloading it.  I can
press Shift+Reload to force Mozilla to reload everything.  However,
Shift+F5 does not activate a full reload.

Reproducible: Always
Steps to Reproduce:
1. Sign up with any dial-up Internet service provider.  (It's easiest
   to see the bug when pages take a while to reload.)
2. Connect to the Internet.
3. Go to a relatively static web page.
4. Press Shift+Reload.
5. Press Shift+F5.

Actual Results:  Shift+F5 does nothing at all.

Expected Results:  Shift+F5 acts the same as Shift+Reload,
that is, Shift+F5 causes a full reload.

IE 5.52 doesn't bind Shift+F5 to Shift+Refresh either.

This bug affects the accessibility of Mozilla to users with difficulty
using a mouse.  Here's a workaround:
1. Turn on your OS's keyboard pointing device.  On the Mac, it's
   Cmd+Shift+Clear; on Windows, it's Alt+Shift+NumLock.  I don't
   know much about the accessibility of UNIX® systems.
2. Move the pointer to the reload button.
3. Shift+keypad 5 to click.

Ctrl+Shift+R and Ctrl+F5 work.

If there's a reason why binding Shift+F5 to "force reload" is
a bad thing, feel free to resolve this bug INVALID.

The shortcut for force-reload in IE for Windows is Ctrl+F5.  Mozilla provides
Ctrl+Shift+R and Ctrl+F5.  See bug 84622 for adding keyboard shortcuts to the
help menu.
