Cookies seem to have broken in the last day. They seem to work okay for the
current session but are not persistent the next time you start up. There are a
couple easy ways to reproduce this:

1. goto http://bugzilla.mozilla.org
2. click on enter bug link and then browser
3. login with your bugzilla ID
4. shutdown and re-start apprunner
5. repeat steps 1 and 2

Results: you will be asked again to login. A cookie should have been set and
read in so you don't have to do this.

You can try this with a My Netscape account also. The cookies stays around for
the session but goes away the next time you start-up, and you have to re-login.

This has been tested on linux and windows. On linux it doesn't even look like a
cookies.txt file is being generated.

My fault. I did a bad fix for 14889 which I just undid. Involved backing off
my changes to xpfe/bootstrap/nsAppRunner.cpp.
