A link on a web page to a file on an FTP server will occasionally time out due
to network traffic or whatever. The problem is that when this happens the user
is not notified. After clicking "Save Link Target As..." the page is usable and
navigable; if the file is found the Save As dialog is shown; otherwise there is
no notification.

Reproducible: Sometimes
Steps to Reproduce:
1. Find an HTML link to a file on a slow FTP server (might work accessing files
by HTTP as well; I haven't had the opportunity to try that out). 
http://www.2600.com/offthehook/1991/0191.html may be a good page to try: it has
several links to large files on an FTP server.
2. right-click a link and choose "Save Link Target As...". It will likely take a
couple of seconds for the dialog to pop up, during which time the user has no
notification that anything is happening and can navigate freely.
3. If the Save As Dialog pops up, select a location for the file and try saving
a couple more files. After a couple of connections subsequent tries will not pop
up a dialog and will not notify the user of any error or timeout.

Actual Results:  The first try popped up the Save As dialog within a couple of
seconds. The second (concurrent) try took perhaps ten seconds, on average. I was
only able to get a third concurrent download from this particular server once or
twice, the rest of the time there was no visible effect: no dialog, no error
messages.

Expected Results:  There ought to be at the least an error message when the
request times out. Ideally there would be a dialog (preferably non-modal)
indicating the status of the request.
