scrolling sidebar causes left half of main toolbars to repaint

Details

run apprunner with paint flashing on.
scroll to the bottom of the sidebar then scroll back to the top using the thumb
(not clicking the scroll arrows).

as you scroll back up, the left half of the toolbars will be invalidated and you
can see it flash, repainting unnecessarily.
