1586 - back buttons don't work on spawned windows

xpviewer build 98112312 "Nov 23a" with talkback
NT 4.0

1. go to www.hotbot.com
2. search for something wholesome (like "william shakespeare")
3. Note the layout problem: the results should appear on the right,
   but appear *below* the green side bar. But that is a different bug,
   which I think has been reported...
4. locate a matching site you want to visit. click on the little blue window
   icon just to the right of the site's rank number. This spawns a new window.
5. in this new window, navigate all you want by clicking links, but the
   back button will not work until you type some existing url in the location
   bar. so type "www.netscape.com", then the problem disappears entirely
   (for that window, anyway)

Not an ss: bug.  But will try to fix if we have time.
