Details

If you click and hold in a window and drag to highlight past the end of the
window, the window does not scroll down automatically.  This is on M10.
Terry, I don't know what it "should have been" but this is on Windows 98, not 95

This has actually been implemented post-M10. If you'd like to try out a daily
build to see for yourself, go for it; otherwise, it'll be in M11.
