Test case to demonstrate problem

Using Commercial build 1999100618 Apprunner.

Open the attached XML file. In the document, a list of elements is defined for
the element 'test' in the order A, B, C, D. In the document, the elements are
out of order.

Expected result: The processor should return an error.
Actual result: No error is returned; the page is displayed with the elements out

Our XML parser is not a validating parser and is not supposed the enforce the
validity constraints specified in the DTD.  Marking invalid.
