The bookmark menu shows the standard options, but the bookmarks themselves do
not appear below them at all.  The bookmarks do appear if I select Manage
bookmarks.  

If I select "Bookmark this page," the bookmark just created will show up in the
bookmarks menu.  The new one does not appear in the selection shown in the
Manage Bookmarks window.  It appears that the Manage Bookmarks applet still
points to bookmarks.html as it should, but the Bookmarks menu points somewhere
else.

did this happen after you install Mozilla over an older version?
if so, probably a dupe of bug 160980
no response from reporter for >60 days, resolving WORKSFORME.
