Linux: redhat 7.3 (netscape branch build: 2002-08-20-07-1.0)

1. Choose CUSTOM install and select Java.
2. Tool > Web Development > Java console
3. Notice the java console is gray out. So we couldn't load any applets.

definitely WFM (0820) branch build.
Oops,I used the existing profile and probably it got corrupted.
Use a new profile, it works fine.
