Said site detects user agent as Mozilla and shows a page stating that the
site is not compatible with Netscape 6 or Mozilla.

This problem has been present for several months.

I contacted the site maintainer last year to ask that the site be viewable
in Mozilla, but received a negative response to the effect of "Mozilla
doesn't have significant market share so it doesn't matter".
Page that is displayed has the following on:

We understand that a small percentage of our users may not currently have a
compatible browser installed on their computer and consequently we have provided
a link to the recommended browser for this website.
