STEPS:
Open URL field link in new tab (via command click -or- "Open New Tab" context menu.

OBSERVED RESULTS:
The tab appears to load, but does no layout.

EXPECTED RESULTS:
The page should load, layout, and hop to the #request anchor, as it does through
any other loading method. (Open New Window and link clicks work).
I've isolated this to the presence of the # in the URL. This must trip out the
layout inside a new tab.
Works for me in a current build.
