I do not know which Browser Component should this belong to, so I left it for "Browser-General".

Scott: * Please try a newer build (such as 1.2b, which ought to be release today or tomorrow, or a daily build); be sure to install this build in a clean directory (do not install one version of mozilla on top of another). Does this error still occur? * do the funny graphics continue to appear if you resize the window, or minimize and restore? * If you hide and then show the navigation toolbar, does this error still occur? * it appears you are using the modern theme. What happens if you choose the classic theme and restart mozilla? * Please try creating a new profile (just for testing). Does this error occur using the new profile? * Have you installed any third-party addons such as UABar? * What graphics card and driver version do you have?

It have been a while. No one else have this problem. It is probably an glitch when Mozilla was installing. So, no need to continue the work on this bug. Also, don't have Win2000 anymore. Status --> Resolved
