This happens for me under build 2002090913 (.5). The only factors outside of the
browser which might contribute to this is the use of DragThing's "Process Dock",
but I doubt it is directly causing this.

1. Before you start, make sure DragThing's Process Dock is active, and make sure
Chimera is set to "Enable All Cookies" and the "Ask me first..." options are
selected in the preferences.

2. Open Chimera and a few other apps such as mail clients and the like.

3. Use the Alt-tab keystroke (or whichever one you have assigned) to bring
Chimera and only Chimera to the foreground.

4. I always have 3 or 4 tabs open, not sure if that has an effect. Anyway, type
in a URL or open a bookmark in the active window.

5. As it begins to load, use Alt-tab to switch to another app (I used the Finder)

6. As soon as Chimera encounters a cookie, it will plaster the "Should I accept
this cookie" dialog on TOP of whatever application you are using - in this case,
the Finder.

This needs to be remedied obviously, as you can have the browser placing its
dialogs over top of other applications when Chimera is in fact in the background.
Whiteboard: triage later
WFM build 1217, probably a DragThing bug.
Did you try with a latest build and without DragThing process dock ?
Reporter, if you can reproduce this with a recent build and without DragThing,
reopen this bug.
