168923 - lang.version is still 1.1b

the files global/brand.dtd and global-platform/region.dtd still have 1.1b
instead of 1.2a, and so correct language/content packs don't work with 1.2 alpha
or current trunk builds.

I'll attach a patch in a few minutes.

Seems we have the same problem with 1.2b or at least the similar outcome
(english version needs update)
tested on win2k and 98SE

The bug as described in the bug summary is gone. The new one is very, very
similar but involves a different version and is filed as bug 174989
