Steps to Reproduce:
 1. Make a bookmark at the bottom of the list
 2. Make a folder below the bookmark
 3. Make a bookmark in the folder
 4. Open bookmarks sidebar, expand the created folder
 5. Resize window so there is vertical overflow in the bookmarks
 6. Scroll to the bottom
 7. Collapse the folder

Actual Results:  
folder unexpanded, bookmark created at step 1 loaded

Expected Results:  
folder unexpanded

for me, it is loading the bookmark from reporter's step 3 instead of bookmark
from reporter's step 1. always reproducible.

I can't figure out how to create a new folder below the last bookmark.  The new
folder always appears just above the last bookmark.

I get the same results as reporter.

That is pretty freaky. Nice catch. Re comment #2 - you have to move the new
folder down to the bottom in the manager (don't know about the sidebar).
