174149 - undo fix for bug 4519

roc's been bugging me that I should undo the fix for bug 4519 after we fix bug
46983 / bug 172896 / other versions of the same bug.  At least I think that's
what should happen.

Unfortunately this doesn't fix bug 79315.  However, with bug 66147 fixed (soon,
see the patch on the bug it depends on), this can be backed out, and I think it
should be.
