migrate CVS users to SSH

Details
Most of our CVS users don't use SSH to access the server. We should migrate them to SSH for security. This may require some changes to the process of setting up CVS accounts so that it isn't a royal pain to make this happen.

It works for users whose accounts have been explicitly set up to support it.

I no longer work at netscape, and no longer have access to do this. I am removing myself from this bug.

This bug is a duplicate of a non-classified bug (I would resolve it as a dupe except that this one is classified. :) The non-classified bug is bug 58251 for moving users over to it, and bug 175133 for fixing despot to handle the related account management.
