175133 - migrate CVS users to SSH

Most of our CVS users don't use SSH to access the server.  We should migrate
them to SSH for security.  This may require some changes to the process of
setting up CVS accounts so that it isn't a royal pain to make this happen.

It works for users whose accounts have been explicitly set up to support it.

This bug is a duplicate of a non-classified bug (I would resolve it as a dupe
except that this one is classified. :)

The non-classified bug is bug 58251 for moving users over to it, and bug 175133
for fixing despot to handle the related account management.

er, doh.  The despot account management bug is bug 58246.
