Why have 'Bookmarks' Popodown in Menu Header and Personal Toolbar? Redundant.

Reproducible: Always

Steps to Reproduce:
1. Look at Menu in Header of Mozilla Browser and Personal Toolbar section. Bookmark popdown appears twice

Actual Results:  
Nothing
You can disable the bookmark button on the personal toolbar through the Preferences.
