Details
We set the encoding in the XML declaration to ISO-8859-1, but I didn't notice any place where we enfore that. Bad things could possibly happen if some other encoding was actually used.

I am investigating to use mozilla in some small intranet XUL application and I'm checking for a possibility using XML-RPC to exchange data with PHP server. Because I'm from Poland (ISO-8859-2 area), if this bug is real, I will not be able to use Mozilla's XML-RPC. Just writing this comment to make sure - maybe this bug is invalid, or already fixed?...
The XML-RPC spec has no ISO-8859-1 limitation, so I don't understand why this limitation is imposed in the first place. http://www.xmlrpc.com/spec

I've added a function setEncoding() to set the encoding and changed the default encoding to "UTF-8".
