See, Unicode Technical Note #6, "BOCU-1: MIME-Compatible Unicode Compression" (http://www.unicode.org/notes/tn6/) BOCU seems to be a big win for non-Latin text over UTF-8. It is already registered as a IANA charset. All of the Mozilla data files (dtd, xml, js, properties) are stored in UTF-8. Are there places where'd it make sense for Netscape to store in BOCU-1 instead of UTF-8? Maybe the sources could remain in UTF-8 (so we could use existing tools for modifying the files) and BOCU compression applied at build time? The Tech Note includes sample BOCU code.

what a hack. I have not touch mozilla code for 2 years. I didn't read these bugs for 2 years. And they are still there. Just close them as won't fix to clean up.

BOCU doesn't have enough usage to be worth including in Mozilla. A large part of the mozilla files are inside zip compressed file, and the one that aren't should be only the one that can be modified.
