When composing a message as a reply, and the message text from the original
message is long, there are scroll bars in the message. Also, when a new message
is very long, there are scroll bars in the message. (That is not the problem.)
The problem is that when using the page up/page down keys to move within the
message, the cursor is not moved. After paging to the bottom of the message,
pressing a key or using the arrow keys, puts you back where the cursor was (ie.
at the top of the message). To scroll to the bottom, you either have to use the
arrow keys (time consuming) or use the mouse to move the cursor to the bottom
after using page down.

Reproducible: Always

Steps to Reproduce:
1. Compose a new message.
2. Type many characters and enters so the message is long.
3. With the cursor at the bottom, use the page up key to reach the top. Press a
key or an arrow key, and the cursor is still at the bottom of the message.

Actual Results:  
The cursor remained at the bottom rather than moving to the top.

Expected Results:  
The cursor should also page up with the view.
