179000 - new javascript window causes flash of screen

The site listed above will pop up a small window asking if you want to take a
survey (or should for the next few days). However, it appears as though a full
size window is opening up and then being resized, as there is a big flash of
white on my 21" screen (about the size of the existing window, I think), and
then the new window appears in the proper size and position.

I wasn't sure if this was possibly related to  bug # 164486. It has an example
that exibits the same behavior, even though that bug seemed to be fixed.
