Use ReplaceFile on NT/2k/XP in nsLocalFile::CopySingleFile(..) instead of
manually deleting the existing destination and then calling MOveFile. See bug 163941

Note that ReplaceFile is only available on W2KPro and WXP, so Win98/95 (and
W2K-nonpro) would still need the old version.
