179748 - Large number of headers cause scroll bars to disappear, making message unreadable

If there are a large number of headers so that not all of them cannot be
displayed, Mozilla Mail fails to draw a scroll bar even though there is more
stuff (the rest of the headers, and the message body) to display.

Resizing the window does not help; the message body does not get displayed until
the window is high enough to display all the headers. If the number of headers
is more than the screen height, there is no way to get to the message body.

Reproducible: Always

Steps to Reproduce:
1. Send a piece of email with a large number of (e.g., 100) unique headers 
2. Open Mozilla Mail and read the message
3. If necessary, set View|Headers to All

Actual Results:  
The window shows only some but not all mail headers; the message body is not
shown, and there is no scroll bar

Expected Results:  
There should be a scroll bar for headers, or at least widget for the user to
change the size of the header pane so that the message body pane can be revealed.

Certain mailing lists can produce a large number of headers. For certain locales
(e.g., Chinese), the default font will be relatively large, making the number of
headers that can be shown less than expected.
