[rfe] linkify the bug # in the review request

for a review request, I get plain text email like:

Christopher Blizzard <[e-mail]> has asked you for review on bug
#179773 (mailViews.dat not installed during make install), attachment #105997 [details] [diff] [review]
(patch).

could we add a link to the bug #?

something like:

I know I can get to it by clicking on the attachment link, and then another
click, but I do it on every request.

If not a dup of bug 179582, it would fix this bug.

Marking as dupe as Bug 179582 has morphed into a "redisign the request tracker
e-mail notification" bug... and the current patch (which is very likely to be
checked in shortly) puts a link to the bug at the top of the notification (just
like all other bugmail).

Bug 179582, comment #8 shows the new format.
