Junk mail button on the toolbar does not follow the spec in 

http://www.mozilla.org/mailnews/specs/filters/ in the section 6b:Toolbar 


Reproducible: Always

Steps to Reproduce:
1. Disable junk mail controls on the account
2. Push the junk button on the tool bar

Actual Results:  
Nothing

Expected Results:  
Open the junk mail controls dialogue as per spec.
QA Contact: olgam → laurel
Actual results needs updating.....

What is actually happening is that the junk button is toggling the junk/nonjunk
status of the mail (if you have the junk-status field shown for each message
this is apparent)

It should only be doing this if junk mail controls are enabled.
