Details

Neil needs cvs access so I don't have to check in all of his work for him (as
well as others to checkin his patches).  Neil has been contributing great fixes
and reviews for ages.  He should have cvs access.
Oh, no!  There's no flag to toggle!  What do I do??

sr=bzbarsky.  Neil's doing great work all over and I, like Kathy, am tired of
checking stuff in.  ;)
It amazes me that Neil was not given access years ago ... or maybe he just
didn't ask for it. :-)

He is a regular on #composer and has contributed some great stuff to composer as
well as other parts of the product.

So will I! He has contributed very high quality work to Composer and other 
areas.

No idea how many sr='s we need at this point but I'll certainly sr=alecf
looks like Neil has more than enough SRs - now all I need is for him to fill out
the CVS form (http://www.mozilla.org/hacking/form.html) Thanks.
