The minimum font size IS useful, but mainly for poorly sighted people.

The DEFAULT font size, on the other hand would allow me to see a web page as it
was designed to look in IE, but without enlarging the smaller fonts.

Steps to Reproduce:
You can set the font-size in the same dialog, just above the minimum font size
