When Chimera receives a GetURL Apple Event and the file pointed by the URL isn't
displayable by Chimera, the file should be downloaded right away without opening
a blank window or tab first.

Reproducible: Always

Steps to Reproduce:
1. Be sure Chimera is set as the Default Web Browser in the System Preferences
2. Compose a new message in Mail with following as mail body text:
   http://ftp.mozilla.org/pub/chimera/nightly/latest/Chimera.dmg.gz
3. Save the message as draft, close the message compose window
4. Select the 'Drafts' mailbox in the Mail drawer and select the message
5. Click on the URL in the message text

Actual Results:  
Chimera opens a blank window or a blank tab (depending on what is set in the
preferences) and then opens the Download window.

Expected Results:  
Open the Download window without openinge a blank window or tab first.

This is the same behavior as Mozilla.  Remember that Chimera is a Web Browser
first.  You send it a URL and it tries to display it.  If it realizes it can't
display it then it tries to download it.
