Overview Description:  The cookie manager does not have a scroll bar anymore.

Steps to Reproduce:
1.)  Make sure you have some cookies stored
2.)  Go to  edit | prefs | privacy & security | Cookies - manage cookies

Actual Results:  Scroll bar not present

Bug is for Macintosh;

Just to let you know that 'Stored Cookies' pane has a scrollbar on Windows; I
don't know about 'Cookie Sites' pane.
