Looking at the same bug on win32 and linux with close build dates, the titletips
show up on win32, and not on debian linux.

Reproducible: Always

Steps to Reproduce:

Actual Results:  
No "title" tip.

Expected Results:  
Show "title" tip.
Does this apply only for page content, or are tooltips broken in the 
browser chrome as well?
Aarrgggh!

I had tooltips turned off!

Turning it back on "fixed" the bug.

Marking as invalid.
