Maybe there can be a welcome email sended to new users explaining what to expect
and what not to expect when they report bugs.
I find sometimes users that are angry because they bug is not fixed, i.e:
- "my bug have too many votes, why it is not resolved?"
- "my bug have too many duplicates, why it is not resolved?"
- "my bug have too many patches, why it is not resolved?"
- etc

This welcome email should explain to them that when they post a new bug, they
don't have to expect that the bug will be solved or that there are any other
waranties or support implied after a bug is posted.

Well, just an idea. :-)

I don't know if this is already implemented, I haven't created a bugzilla
account in years(I think).
