If you have a folder on the PTF, and then click and hold it and attempt to drag
the folder some where else, well, you can't.

Reproducible: Always

Steps to Reproduce:
1. Create a bookmark folder within the Personal Toolbar Folder
2. Press the folder (it will open in a drop-down menu)
3. Drag the mouse left or right (attempting to drag the folder)

Actual Results:
The folder stays in place.

Expected Results:
Moved the folder with the mouse

I feel this is a small, but important step in the acceptance of mozilla.
exceptions (such as, "you can drag all those bookmarks where ever you want..
EXCEPT that folder there that you really want to move.") are a nasty thing to
Joe User. More to remember, more to dislike.
Try pressing Alt of shift while dragging. Does that work?
yes, that does work. but still i believe it should be able to be dragged around
without extra buttons. like i said, Joe User doesn't like exceptions.
This is as designed so users don't accidentally move folders they are trying to
open. See bug 93012.
