The ability to add accounts without the wizard would be nice for power users who
usually have signatures and other settings to set that are not available in the
account wizard.

Reproducible: Always

Steps to Reproduce:
1. Open the account manager.
2. If necessary, create a new account.
Actual Results:  
The account wizard starts.

Expected Results:  
An account with a temporary name of "new account" is created.
OS: Windows XP → All
Hardware: PC → All
mass re-assign.
